WBA GENERAL BY-LAW UPDATE

The Wodonga Basketball Association General By-Laws have been reviewed and updated.

The key changes are outlined below -


Player Eligibility


By-Laws 5.1, 6.1, 6.2 & 26.1

  • Participation requirements have increased from 55% to 75% for:

    • Representative eligibility.

    • Playing a second game in a higher age group.

    • Finals eligibility.


NEW: By-Law 6.2.4: The 75% participation requirement is calculated across all scheduled domestic games, including pooling rounds.


Representative Eligibility


By-Law 6.1

  • U12 & U14 Representative players must participate in 75% of both the Primary and Winter Domestic Seasons.

  • U16 & U18 Representative players must participate in 75% of the Primary Domestic Season.

  • Senior Representative players who are U23 eligible must participate in the U23 Competition.

  • The WBA Administrator or WBA Board may consider exceptional circumstances.


U23 Competition


NEW SECTION

A new U23 Competition section has been added, outlining:

  • Player eligibility.

  • Competition rules.

  • Participation requirements.

  • Relationship with Senior Domestic Competition.


Finals Eligibility


By-Laws 13 & 26

  • No fill-in players are permitted during finals.

  • Junior Representative teams entered into the Domestic Competition remain ineligible to participate in finals.


Dress Code


By-Law 19

  • Senior players are no longer required to wear matching shorts.

  • Junior players must continue to wear plain black shorts without pockets or stripes.

  • A three-week dress code amnesty applies at the start of each season, with penalties commencing from Week 4.


Mercy Rule


By-Law 11

The Mercy Rule has been clarified.

  • When leading by 20 points or more, teams must defend from behind the defensive three-point line until the margin falls below 20 points.


Technical Fouls


By-Law 17

  • A second technical foul now results in ejection from the venue.

  • Players under the influence of drugs or alcohol may also be ejected from the venue.


Drawn Finals


By-Law 22.2

Overtime wording has been clarified.

  • Additional five-minute extra periods will continue until a winner is determined.


Administrative Updates


Additional amendments have been made throughout the document to:

  • Improve wording and consistency.

  • Remove duplicated clauses.

  • Clarify Administrator and Board discretion.

  • Update terminology to align with current WBA competitions and Basketball Victoria guidelines.


Feedback must be received by 20th July 2026.
